The Quran itself is free, and no one should be kept from it. What the fee pays for is a teacher's time: a qualified person who spends 30 minutes listening to one student and correcting every letter, and who supports a family with that work. Most scholars hold that taking a wage for teaching the Quran is permissible, citing the hadith in Sahih al-Bukhari that the Book of Allah is among the most deserving things to take a wage for.
